An inquiry is examining how David Fuller was able to carry out sexual offences at mortuaries following "serious failings" at two hospitals in Kent.
Sir Jonathan Michael, chair of the David Fuller inquiry, says the public would be "shocked" by the lack of an independent statutory regulatory regime for funeral directors in England.
Andrew Judd from the National Association of Funeral Directors joined Sky News to discuss the inquiry and share his views on whether or not funeral parlours should be subject to regulation and how it would work.
